  4.     The autumn session of the Supreme Soviet was only 45
  5. minutes old when President Mikhail Gorbachev smiled at the 470
  6. Deputies and pointed with pride to giant projection screens
  7. suspended at both ends of the Kremlin hall. "Let's try out the
  8. new machine," he suggested, referring to the electronic voting
  9. system installed during the summer recess. He gave the signal,
  10. and the sound of clicking filled the hall. Hundreds of faces
  11. turned to the screens and saw . . . nothing.

  13.     In a sarcastic tone, Gorbachev said, "The machine doesn't
  14. work. Get out your old weapons." The Deputies waved the
  15. credentials cards traditionally used for voting. Determined as
  16. usual to advance perestroika, Gorbachev kept the Deputies after
  17. the session for a lecture and a demonstration of how the new
  18. system was supposed to work. This time the technicians
  19. remembered to turn on the power.
